7. Frequently asked questions

Is there a federal pay raise for 2027?

Not under the President’s plan. The August 26, 2026 alternative pay plan keeps 2027 civilian base and locality pay at 2026 rates, with 3.8% for law enforcement. It becomes final with the President’s pay order, usually in December, unless Congress acts first.

What is the 2027 COLA for federal retirees?

3.6% for CSRS retirees and Social Security, and 2.6% for FERS retirees 62 and older, starting with January 2027 payments. Most FERS retirees under 62 get no COLA.

How much are FEHB premiums going up for 2027?

The average enrollee share rises 10.9% for FEHB and 8.2% for PSHB, after 12.3% for FEHB in 2026. Open Season runs November 9 to December 14, 2026.

What changed in the TSP in 2026?

Two things. Roth in-plan conversions became available in January 2026. And since January 2026, anyone whose prior-year FICA wages from their agency were over $150,000 must make catch-up contributions to the Roth TSP.

What changed for federal RIFs in 2026?

Since September 2, 2026, RIF retention is ranked mainly by your last three performance ratings plus veterans’ preference points, with length of service only breaking ties. Appeals now go to OPM instead of the MSPB.
